Government has failed on anti-social behaviour in South Wales - Willott
"The Government has clearly failed adequately to tackle anti-socialbehaviour.
"Last year, there were nearly 3,000 incidents of anti-social behaviourevery month in Cardiff alone. Anti-social behaviour in South Wales hasrisen more than 10% over the year.
"Asbos can be just an ineffective gimmick - they are constantly breachedand in many areas they are seen as a badge of honour.
"To tackle anti-social behaviour we need more police on the streets,meeting and listening to the public, and new approaches to punishment,such as Community Justice Panels."
