William Powell

Cafodd William Powell ei ethol fel Aelod Cynulliad dros Ganolbarth a Gorllewin Cymru ym mis Mai 2011.
He attended Talgarth School and Gwernyfed High School, gaining a scholarship to read Modern Languages (French and German) at Pembroke College, Oxford. He graduated in 1986 and now lives with his family on their organic farm in the Black Mountains near Talgarth, Powys.
A qualified teacher, he has taught French and German at a number of schools in Wales and the Marches. He was latterly Head of German at Hereford Sixth Form College, where he was also the European Officer.
William has served as County Councillor for Talgarth since 2004 and has been active in rural regeneration projects, including the restoration of Talgarth Mill, one of six projects across the UK to win financial support from the BIG Lottery in association with the BBC's Village SOS programme.
William is a former member and Audit Scrutiny Chair of the Brecon Beacons National Park Authority. Whilst on that body he was active in the campaign for direct elections to the National Park Authorities in Wales.
William was also a founding board member of Wales in Europe and currently serves as Chair of the Wales Council European Movement. In addition, William is a Council Member of the European Liberal Democrats (ELDR) and works closely with Liberal sister-parties across the continent.
He is a member of the FUW and was until recently Vice Chair of Tourism Partnership Mid Wales, which is based in Machynlleth. He is a Governor of Talgarth CP School and Gwernyfed High School. William is a member of the Lloyd George Society, where he also serves on the committee.

William Powell AM, Welsh Liberal Democrat Spokesperson for Rural Affairs, has today reiterated the need for the Welsh Government to support farmers in the Welsh Uplands amid fears that the Welsh Labour Government's decisions on CAP reform will make many Upland farms unsustainable.

William Powell AM, Welsh Liberal Democrat Spokesperson for Rural Affairs, has reiterated his call for the Welsh Government to reverse its decision to abandon Welsh Upland farmers and ensure that the RDP (within Pillar 2 of the CAP) includes a dedicated and fully resourced Uplands package to support farmers.

Speaking before this afternoon's statement on CAP (Common Agriculture Policy), William Powell AM has urged the Welsh Government to introduce a dedicated scheme to support farms in Wales' most challenging areas.
This afternoon's CAP statement will announce the results of last year's payments consultation and has previously been touted as 'final decision' time by the Minister. As such it is expected that clarity will be given over the way in which the Welsh Government intends to implement the CAP during the 2014-2020 funding period.

Not enough is being done to help the economic recovery in rural Wales, the Welsh Liberal Democrats will claim in their Assembly debate on Wednesday.
The Shadow Economy Minister, Eluned Parrott and Shadow Minister for Rural Affairs, William Powell, will lead a debate calling on the Welsh Government to implement a three point plant to get the rural economy back on track.

William Powell, Assembly Member for Mid and West Wales, has called for clarity following UNISON's claims that all planned orthopedic surgery for the four main hospitals in the Hywel Dda Health Board area have been cancelled until April 2014.
William Powell has asked an urgent question to the Health Minister to be answered in the National Assembly tomorrow.

Commenting on the publication of the Environment & Sustainability Committee's follow up report on their inquiry into energy policy and planning in Wales, William Powell AM said:
"I very much endorse this report. The Welsh Liberal Democrats have long supported the further devolution of energy consenting powers to Wales. Clearly, if Wales is going to compete with nations around the world to attract green investment and grow our rural economies, we need to have a level playing field.

In their debate this week, the Welsh Liberal Democrats are calling for an end to internet and mobile 'not spots' in Wales.
Wales currently has the largest proportion of premises in potential not-spots and the lowest availability of superfast broadband services. In the past, the Welsh Government's broadband schemes have proven to be inadequate for businesses due to the slow speed of the broadband provided. The Welsh Liberal Democrats are calling on the Welsh Government to examine the support that can be offered to businesses to improve their ability to compete worldwide through better access to digital services.

Responding to the re-launch of a consultation by the Welsh Government on dog breeding standards, William Powell, Welsh Liberal Democrat spokesperson on animal welfare, said:
"I am disappointed that the Welsh Labour Government has still chosen to ignore the concerns of animal welfare campaigners by specifically excluding puppies from the proposed staff to dog ratio. This exclusion could result in a single member of staff being responsible for the care of well over a hundred dogs. This would be unacceptable and could lead to issues of neglect.
